Oregon Post-Conviction Consortium

The Oregon Post-Conviction Consortium (OPC) is a legal defense consortium which provides court-appointed counsel for post-conviction litigants in Oregon. OPC assigns cases referred from the courts to its member attorneys who are independent contractors with experience in this unique area of the law.

OPC cannot provide counsel without a circuit court order authorizing appointment of counsel for an indigent post-conviction petitioner. Therefore, the petitioner must prepare and file an original post-conviction petition on his or her own, together with a motion for appointment of counsel and an affidavit/proof of indigency. Forms for these pleadings are available here.

OPC maintains an office and staff in Salem, Oregon. Contact OPC by phone, US mail, or email.
